From the Desk of Managing Director
We are proud to be the first in pioneering this initiative to develop the certification of person's platform and creating such a crucial international brand. Since IPEC's formal establishment in 2008, IPEC is proud of its roots and stays loyal to its founding principles which have enabled this certification bureau to achieve phenomenal growth on a regional and international scale. IPEC started from a courageous position endeavouring in research and development to create an innovative certification platform that would align with both regional and worldwide aspirations to catalyse sustainable human capital, empower our skill forces, and strive towards a full industrial regulatory spectrum.
I would like to applaud IPEC partners and our dedicated team on years of shared efforts and results. This growth has only been achieved through the coherent vision of the Board of Directors, the hard work of our team, and the great confidence entrusted in us by our industry scheme committees and business partners around the world. IPEC's Board, Management, and staff look forward to expanding our development and playing a vital role in the world wide human resources certification arena.
Dr. Juliana Lim's Profile
Entrepreneur Dr. Juliana Lim is the founder and Managing Director of IPEC BUREAU. She established IPEC BUREAU in year 2008 to promote global human capital development sustainability through ISO/IEC17024 and she is actively leading the certification body in the emerging Asia Pacific markets. She involves in world ISO agenda on global talent mobility and ASEAN initiative on free movement of skilled workers. IPEC has been accredited in year 2012 by Standards Malaysia as a pioneer body for ISO/IEC 17024 Certification of Persons. She envisions the futuristic human capital revolution as main component to fuel the people transformation and formulates execution for futuristic human capital revolution, social capabilities and economic growth. She initiates ARE YOU CERTIFIED? campaign that was launched in year 2015 for ASEAN.
Her visionary initiative is to emerge in catalysing human capital development for Asia Pacific that will impact the social good and to tandem with the national aspiration that stimulate macro-societal economy towards Quality Income, Quality Life and Quality Opportunities. She envisions the industry sustainability of capitalising human resource and intellectual know-how transfer internationally. She is also actively attributing to the industry regulatory framework and taking part as policy maker for varies organisations.
She studied Architecture in University Technology Malaysia and served the industry for 3 years. Later she was awarded Honorary Doctorate in Public Policy Management (Collaboration Program between Sabah Art Institute, University Malaysia Sabah & InterAmerican University, US ) in 2014.

• She initiated the APEC Capacity Building On ISO/IEC 17024 Certification Of Persons To Support People-To-People Connectivity & Talent Mobility funded project in 2019 • She is the organising Chairperson for IPEC GLOBAL LEGACY 2019 Recognition Gala • She was appointed as National Innovation and Creative Economy – NICE Expo Ambassador by Malaysia Minister of Science, Technology & Innovation, August 2017 • She was appointed as the national transformation ambassador by Malaysia Ministry of Youth and Sports, May 2017 • Represent Malaysia to 31st ISO/CASCO Plenary Meeting in Dubai, May 2016 • Organising Chairperson with Smart Partnership with Department of Standards Malaysia, Ministry of Science, Technology and Innovation (MOSTI) for 1st ASEAN Certification of Persons ISO/IEC 17024 Retreat Convention, Sabah, November 2015 in conjunction of Malaysia ASEAN Summit 2015 • Founder of ARE YOUR CERTIFIED? campaign initiated since June 2015 ( areyoucertified.org ) • Malaysia delegate to ISO Regional Conformity Assessment On Certification of Persons ISO/IEC17024, South Korea, 6 - 8 February 2012 • APEC delegation for Malaysia to discuss on the Multilateral Recognition Arrangement (MLA) Readiness Project in Human Capital Certification Development (CTI 04 13T) , Indonesia, 14 - 16 April 2014 • Initiated National Beauty Industry Campaign on ISO/IEC17024 : Reshape Malaysia National Beauty Science Industry & Contribute Globally, July 2013, PWTC, Kuala Lumpur.
